Job Description

The Role

The Business Manager will broadly manage the allocation of resources within priorities determined by the Director MLC and Director IPCML, in order to meet the demands of the Centres. The Business Manager is also responsible for the facilities management of the unit, ensuring that the training and administration wings are maintained to a high standard.

The Business Manager’s role also involves developing and maintaining links with appropriate stakeholders and partner organisations with whom we have contractual relationships.

Demonstrated experience with managing a budget is essential, as the Business Manager is responsible for the forecasting and reconciliation of complex financial and accounting arrangements. The successful candidate will be required to provide diligent financial oversight to fulfil the Centres’ fiduciary duties in accordance with Defence policies, including budgeting adequately reflecting business needs, tracking and reporting through the financial year, and providing regular updates to senior management.

Experience with managing a legal practice or in the legal sector is desirable but not essential.

About our Team

The Military Law Centre (MLC) and ADF Indo-Pacific Centre for Military Law (IPCML) is a joint, integrated, tri-service team of civil and military personnel which train around 500 ADF members and over 500 international students annually, involving 30 separate courses. The shared administrative team (1 x APS6 Business Manager, 1 x APS5 Paralegal, 2 x APS4 Business Support Officers), performs critical support and enabling functions contributing directly to the mission and deliverables of both centres. The team works in support of the Director IPCML, Director MLC, Deputy Director MLC/IPCML, Navy, Army and Air Force Legal Training Officers, and an ADF Training Development Officer, as well as a range of Reserve ADF Legal Officers.

The Business Support team provides critical administrative support which contributes directly to professional development training to all ADF legal officers, military justice and related training to ADF members, and training and capacity-building activities to military officers from the Indo-Pacific region, contributing to security and stability by promoting respect for the rule of law and compliance with international law.

The MLC and IPCML operate in a high-tempo legal training environment with a full program of training year round, which requires significant on-site administrative support, coordination and management to ensure successful outcomes for both co-located centres. The workplace is based at Victoria Barracks Sydney, although some travel to Canberra will be required.

The successful candidate will possess strong oral and written communication skills, demonstrated relationship management skills, strong people management experience, well-developed negotiation skills and problem-solving abilities. They will also be flexible and able to adapt to changing pressures and demands. The successful candidate will be able to produce quality products within constrained time frames and with limited additional information and with a keen eye for details.

The successful candidate will be accustomed to dealing with senior officials and international visitors, and able to act in a representational capacity as an ambassador for the Centre in dealing with the hundreds of ADF and foreign military officers, military lawyers and civilian staff who pass through the Centre annually for training courses.

The successful candidate will possess strong interpersonal skills, with the ability to effectively manage and motivate a team of administrative staff. They will bring leadership skills and a values-based approach to instilling a high-performance, positive culture in the workplace. The successful candidate will also have a good level of computer literacy and will need to quickly get to grips with Defence systems including Objective, human resources, travel, and financial platforms.
