SENIOR MEMBER – Anti-Dumping Review Panel

As part of the Australian Government’s commitment to a strong and robust anti-dumping and countervailing system, the Department of Industry, Science and Resources (Department) is seeking expressions of interest from persons who would like to be considered for appointment as Senior Member to the Anti-Dumping Review Panel (Review Panel) for a period of up to three years.

The Review Panel is a merits review panel, established to conduct administrative reviews in relation to certain anti-dumping and countervailing measures decisions. As a member of the Review Panel, you will be required to undertake independent reviews of decisions made under Part XVB of the Customs Act 1901 (the Act).

The Senior Member of the Review Panel is responsible for allocating Review Panel reviews to Review Panel Members, for approving review application forms and for the manner of making review applications.

The Senior Member works closely with the Review Panel Secretariat and the Department on issues relating to the overall function and operation of reviews. The Senior Member also assists in providing instructions on litigation involving the Review Panel. The Senior Member ensures the Review Panel procedures and practices appropriately support the conduct of reviews in accordance with the Act.

Successful applicants will be known for their integrity, independence, strong personal drive and sound decision-making. Applicants should have the ability to formulate and deliver lawful, fair, objective and well-reasoned reports through turning an independent mind to the analysis of multiple arguments from applicants and interested parties. The Senior Member will be appointed on a part-time basis and remuneration is determined by the Minister.

Skills, knowledge and experience required:

  • Demonstrated senior leadership experience and competency;
  • Relevant recognised tertiary qualifications, such as in law, commerce, or economics;
  • Integrity, sound judgment, demonstrated experience in statutory interpretation, administrative law and decision making and the ability to work independently within a statutory context;
  • Capacity to thoroughly assess matters relevant to anti-dumping and countervailing subsidies. Experience working in the Australian domestic anti-dumping and countervailing field is highly regarded;
  • High level strategic and analytical written and communication skills;
  • Ability to efficiently manage allocated workload and discharge responsibilities in a timely manner without compromising quality; and
  • Knowledge of, and experience with, the industries that are the focus of the Review Panel caseload is highly desirable.
  • Eligible applicants must have the ability to obtain and maintain a minimum of a Baseline security clearance (this includes being an Australian Citizen).
